| The Senate approves the Omnibus Bonding bill (SF 1402) and considers
other bills on the Special Orders Calendar. The Omnibus Bonding bill
appropriates $213 million in emergency funding for building projects, land
acquisition, and disaster aid.
Some of the items in the bonding bill include: $48.9 million for the Conservation Reserve Enhancement Program (CREP); $33.4 million for buildings at the University of Minnesota and the Minnesota State Colleges and Universities System; $20.9 million for grants to non-commercial TV stations to convert to digital broadcasting; $5.2 million for disaster funding to Granite Falls and Eagan; $1.1 million for maintenance on the Governor's Residence; and other funding for state building repairs and upgrades. Senator Cal Larson, R-Fergus Falls, offered an amendment to provide funding for damage caused by a tornado that struck Glenville on May 1, 2001, flood mitigation in southwestern Minnesota, and a storm sewer project in Bayport. The amendment failed (34-29) but language was included in the bill that addresses the Glenville tornado with an expenditure to be added after the damage has been assessed. Senator Keith Langseth, DFL-Glyndon, authored Senate File 1402. The bill passed 42-22 and was tabled after the vote. Special Orders included: SF 221 (Pappas) Animal cruelty prevention and dangerous dogs regulation. Final Passage as amended Roll Call - 60-0. SF 2225 (Pappas) School buses operation without drivers license endorsement; school buses operation by licensed child care providers. Final Passage as amended Roll Call - 54-0. SF 1208 (Foley) DWI drivers license revocation, motor vehicle license plates impoundment, implied consent violation and forfeited motor vehicle sale proceeds distribution provisions modifications; health professionals accidents reporting. Foley moves to lay on table. SF1944 (Knutson) Crime of non-support of spouse or child clarification and modification. Knutson moves to lay on table.
