The Senate passes the Omnibus State Government, Economic Development, and Judiciary bill (SF 2360) and tables the Omnibus Health and Human Services bill (SF 2361).

The Omnibus State Governments bill appropriates $678 million over the next two years for economic development, the state judiciary system and state government. Some of the items in the bill include fund for: nine new judges positions, a new court information system, affordable housing, a new program to promote high technology businesses, public broadcasting digital conversion, voluntary parental leave from work, and a pay increase for the Governor. Some other provisions in the bill include: reforming the financing of state elections, overhauling the state's job training program and maintaining the dislocated worker program.

Senator Dick Cohen, DFL-St. Paul, sponsored Senate File 2360. The bill passed 40-22.

The Omnibus Health and Human Services bill appropriates $8.6 billion over the next two years for health, human services, and corrections. The bill was tabled after it was amended to require women to wait 24 hours and receive certain information before getting an abortion. The amendment passed 36-31.

Some of the items in the bill include fund for: public health programs, health care for low income individuals, services for disabled persons, an extension of welfare payments for recipients that have reached the five year time limit but can't support themselves yet, a raise for workers at long-term health care facilities, and a statewide computer system that allows law enforcement agencies to share information. Some of the other provisions in the bill include: long term care incentives, health care coverage for the uninsured children and mental health services.
