| The bill proposes an amendment to the state constitution that would allow the
state to operate a casino and hire a private entity to manage it. The amendment
would be placed on the ballot in the 2002 election. The bill grants the director
of the lottery the authority for oversight. The net proceeds from the casino will
be placed in a fund for capitol improvements and educational infrastructure.
