| This bill imposes a felony penalty for certain egregious and intentional acts of violence against a pet or companion animal.
Currently, these cases can only be prosecuted as a misdemeanor. The proposal would creat
a graduated list of penalties with a maximum of two years in prison and a $5,000 fine. In
addition, the bill allows the courts to require psychological and behavioral counseling for
