SF 3995 amends the effective date relating to changes made in 2017 to the definition of “forest land” under the Sustainable Forest Incentive Act.  Last year, the program was modified to allow land containing a paved trail under easement, lease, or terminable license to the state of Minnesota or a political subdivision. Other changes were made in the same section, and the effective date was such that the provision allowing for paved trails was interpreted to apply only for applications made in 2018 and thereafter.  This bill clarifies that the change made is effective for applications and certifications made in 2018 and thereafter so that land currently in the program may be improved with a paved trail and not be deemed out of compliance.

Effective the day following final enactment.
