S.F. 4020 prohibits annexation of a designated area by nonparties to the orderly annexation agreement or by means not identified in the orderly annexation agreement. A designated area is land described in the orderly annexation agreement.

Any petition or other filing by a nonparty shall be denied as soon as the land at issue is identified as being subject to an orderly annexation agreement. Any ordinance adopted by a nonparty municipality seeking to annex land subject to an orderly annexation agreement is deemed void and unenforceable.

This bill is effective the day following final enactment.
