Overview

S.F. 3411 authorizes the dissolution of the Ramsey County Soil and Water Conservation District (the “district”) and transfers it duties and obligations to the Ramsey County Board of Commissioners (the “county board”).

Summary

Subd. 1. Discontinuance. The district is discontinued effective July 1, 2018, and its duties are transferred to the county board.

Subd. 2. Transfer of duties and authorities. The county board must follow through on any contract to which the district was a party.

Subd. 3. Transfer of assets. The district must transfer assets to the county board and transferred assets must be used to implement transferred duties.

Subd. 4. Reestablishment. The county board may petition the Minnesota Board of Water and Soil Resources (BWSR) to reestablish the district. The BWSR may, on its own accord and without a referendum, reestablish the district if the county board is unable to achieve certain statutory goals.
