Minnesota’s Open Meeting Law, chapter 13D, governs meetings of public bodies. Chapter 13D.02 authorizes appearances by interactive television under the following conditions:

  1. All members of the governing body must be able to see and hear each other;
  2. Members of the public who are at the regular meeting location must see and hear all testimony;
  3. At least one member of the governing body is physically present at the regular meeting location; and
  4. Each location where a member is present is open and accessible to the public.

S.F. 3114 amends the fourth requirement by creating two exemptions where the location at which a member is present does not need to be open and accessible to the public: (1) the member is serving in the military and is at a required drill, deployed, or on active duty; or (2) the member’s health care professional has advised against the member appearing in a public place.
