Section 1 amends the driving without a valid driver’s license crime to provide for an enhanced penalty (gross misdemeanor) for a person who violates the section by driving after suspension, revocation or cancellation, or after a commercial driver’s license disqualification if the person causes a collision that results in death or substantial bodily harm to another or the offense is the person’s third within ten years; AND the person’s loss of driving privileges was the result of specified  egregious driving conduct.
