SF 3056 requires the same process for Legislative Coordinating Commission (LCC) review of changes to state employee insurance, as is currently in place for collective bargaining agreements and compensation plans. SF 3056 precludes the commissioner of management and budget ("commissioner") from including insurance changes rejected by the LCC in a collective bargaining agreement or compensation plan.

Specifically, the commissioner must submit to the Legislative Coordinating Commission any negotiated or other proposed changes to insurance for state employees. The changes must be submitted within five days of approval of the changes by the commissioner. If the LCC disapproves the changes, the LCC must put its objections in writing to the commissioner.  The commissioner is precluded from submitting a collective bargaining agreement or compensation plan to the LCC that contains changes to state employee insurance previously disapproved the commission.
