The commissioner of the Pollution Control Agency is required to administer grants for qualifying metropolitan counties for the development or operation of yard waste composting and recycling programs.

Under current law, a grant must be matched by equal county expenditures. S.F. 2921 allows counties to meet this requirement by expanding the match to all “local” expenditures, which includes funding by other local units of governments, tribal government, nonprofit organizations, or private businesses.

S.F. 2921 also prohibits grant funds from being used for research or development of a product that would be patented, copyrighted, or subject to trade secrets.
