S.F. 2611 modifies the process for electing members to the Board of Regents of the University of Minnesota.

Sections 1-3 limit the Regent Candidate Advisory Council’s recommendations to at-large positions.

Section 4 creates a “congressional district legislative delegation” made up of legislative members whose districts include territory within a congressional district. Legislators meet to consider recommendations for regent position for each congressional district. Legislators may serve in more than one delegation. The chair of each delegation is the member with greatest seniority within the legislature, but the legislator may only chair one delegation. Each senator has a total of ten votes and each house representative has a total of five votes, with votes being divided proportionally if the legislator is a member of more than one delegation. Delegations must present one recommendation to the joint convention of the legislature.
