This bill modifies the existing Albert Lea local sales tax to direct revenues to pay for “water quality improvements” in the Shell Rock River watershed district instead of “lake improvements” as under current law. The bill also strikes language stating that the city is not required to review intended uses of the tax revenues and the district is not required to submit proposed budgets, statements or invoices explaining the intended uses as a prerequisite to receive the revenues. Instead, the bill requires the district to appear before the city on a biannual basis to report its activities, expenditures, and intended uses of the sales tax revenue. Extends the duration of the tax from 15 to 30 years and increases the bonding authority for the authorized projects from $15 million to $30 million.

Effective the day after the city files its local approval with the Secretary of State.
