S.F. No. 1706 - Renewable Energy Systems Permitting Provisions Modifications (with A-2 Amendment)

Section 1 [Exemption] modifies the exemption from a certificate of need for a wind energy conversion system, to include a large energy facility that is a large wind energy conversion system or solar energy generating facility.

Section 2 [Application] allows an applicant seeking to construct a large electric power generating  plant or a high-voltage transmission line to propose at least two sites for a large electric power generating plant and two routes for a high-voltage transmission line instead of requiring at least two site proposals or two site routes, as is provided in current law.

Section 3 [Timing] reduces the amount of time that the Public Utilities Commissioner (PUC) may extend a final decision on an application for a site or route permit from three months to 30 days.

Section 4 [Timing] reduces the amount of time that the PUC may extend a final decision under the alternative review process from three months to 30 days.

Section 5 [Large wind energy conversion system of LWECS] amends the definition of a large wind energy conversion system to include transmission lines directly associated with the plant necessary to interconnect the plant to the transmission system.

Section 6 [Site determination] clarifies that when completing a size determination, information is that information needed to complete the size determination requested by the commissioner of commerce.   

Section 7 [Site permit] allows the PUC to extend the 180 day deadline for making a final decision on an application for an LWECS site permit upon agreement with the proposer, instead of for cause.

Section 8 [Effective date] makes all sections of the bill effective the day following final enactment.
