S.F. 1661 requires Minnesota State Colleges and Universities Board of Trustees to create a system-wide plan to reform their developmental education offerings.

The plan must, at a minimum, do the following:

  • Focus on placing fewer students into developmental education courses;
  • Shorten the duration of time students spend in developmental education courses;
  • Lower the cost of developmental education courses; and
  • Identify best practices for delivering developmental education courses.

The plan must be submitted to the legislature by February 15, 2018.
