Section 1 [Prizes not assignable] is a conforming change for the repeal in section 3.

Section 2 [Budgets; plans] moves a provision that requires the lottery director to appear in legislative committees. Adds certain expenses to “operating expenses.” These added expenses are those that relate solely to the noncash year-end adjustment required for government agencies to adjust the net actuarially determined pension liability.

Section 3 [Repealer] eliminates a provision for handling prizes for people under 18. (People under 18 are not permitted to purchase lottery tickets.) Nevertheless, the provision repealed in this section identified who should receive payouts for winning tickets held by people under 18.
