Section 1 allows a new motor vehicle dealer that is also licensed as a scrap metal processor to acquire a junked vehicle from a salvage pool, insurance company, or its agent.

Section 2 allows a used motor vehicle dealer that is also licensed as a scrap metal processor to acquire a junked vehicle from a salvage pool, insurance company, or its agent.

Section 3 allows a vehicle salvage pool licensee to sell junked vehicles to a licensed scrap metal processor.

Section 4 allows a salvage pool or insurance company, or its agent, to sell an unrepairable total loss vehicle with a junking certificate to a licensed scrap metal processor.

Section 5 repeals a requirement in Rules that a dealer licensed as a vehicle salvage pool or acting as an agent of an insurance company must verify that a purchaser of an unrepairable total loss vehicle with a junking certificate holds a used vehicle parts dealer license from Minnesota.
