Senate Resolution No. 47 adopts the Permanent Rules of the Senate for the 87th Legislature. The changes from the Temporary Rules are as follows:
 
                       

Rules
4.5 to 4.6
Correct the names of Senate committees to agree with those adopted in the Temporary Rules. Removes references to budget divisions.
 
Rule 7.2
Corrects the rule requiring general fund budget targets by removing a reference to budget divisions. Specifies that the chair of the Committee on Finance or the chair of the Committee on Rules and Administration is required to announce targets for omnibus appropriations bills. Provides additional authority for the chair of the Committee on Rules and Administration to adjust the targets.
 
Rule 7.7
Provides that an amendment in committee to an omnibus appropriation or omnibus tax bill is out of order if it will increase net appropriations from or reduce net revenue in excess of the current budget target announced under Rule 7.2.
 
Rule 10.2
Corrects references to budget divisions.
 
Rule 10.3

Eliminates the requirement for uniform criteria governing committee assignments.
 
Rule 10.4
Corrects references to budget divisions. Eliminates a provision from the term limit rule provided for chairs of standing committees that would allow a fourth consecutive term for a committee chair if the third term ended in a year ending in one.
 
Rule 12.1
Eliminates a requirement that caucuses of Hennepin County, Ramsey County, and St. Louis County delegations be open to the public.
 
Rule 12.2
Requires all complaints regarding Senate violations of the open meeting requirements statutes to be submitted in writing.
 
Rule 12.3
Eliminates the current authorization for committee consideration of a bill on the same day as it was introduced if two-thirds of the committee membership votes to allow consideration.
 
Rule 12.4
Extends the regular time for adjournment for Senate committees to midnight.
 
 
Rules 12.5 to 12.12
Eliminate and correct references to budget divisions.
 
 
Rule 13
Changes the time for reconvening the Senate from 10:00 a.m. to 11:00 a.m. on the next legislative day following adjournment, if no time has been set to reconvene.
 
Rule 15.5
Removes authorization for state agency heads to be admitted to the Senate floor by the President.
 
Rule 15.6
Authorizes the President of the Senate to designate and personally admit to the Senate floor the person who will lead the prayer and the person who will lead the Pledge of Allegiance.
 
Rules 16.1 to 16.2
Provide an entirely new process to issue credentials for news coverage that will allow holders of credentials access to the Senate floor. Require the Sergeant at Arms to administer the process and prohibits political organizations from obtaining credentials.
 
Rule 16.3
Provides the application process and deadlines for organizations or individuals seeking news coverage credentials. A request for credentials must include three examples of news coverage of legislative matters produced by the organization or individual. This rule also allows the Sergeant at Arms to provide day passes upon the request of a member or upon the request of an individual or organization that has not received credentials under Rule 16.2.
 
Rule 16.4
Provides for an appeal from a denial of credentials to the Committee on Rules and Administration.
 
Rule 16.5
Specifies the space that must be set aside for individuals and organizations with credentials and passes, including at least six spaces on the Senate floor and ten spaces in the Senate gallery.
 
Rule 17.6
Provides a dress code for legislators, legislative employees, and individuals with news coverage credentials who are present on the Senate floor during proceedings.
 
Rule 26.7
(Stricken)
Eliminates the prohibition preventing a bill from being designated a special order if the chief author has declined on three separate occasions to take the bill up after designation as a special order.
 
Rule 30
Reorganizes the provisions authorizing a motion to reconsider. This change is intended to improve clarity.
 
Rules 33 and 35
Provide additional coding to improve the clarity of these rules.
 
 
Rule 40.3
Removes the automatic privilege for a roll call vote in the event the Senate is already taking a roll call vote using the electrical voting system at the time the additional roll call vote is requested.
 
 
Rule 47
Eliminates a requirement that bills returned to committee at the end of a session in an odd-numbered year be given priority for consideration by the chair of the committee the bill is returned to.
 
Rule 50
Corrects a reference to budget divisions.
 
Rule 52
Rearranges the duties provided for the Sergeant to the Arms. This change is intended to improve clarity.
 
Rule 54.5
Authorizes the Committee on Rules and Administration, when considering an employee disciplinary matter, to conduct the hearing in an executive session that is not governed by the open meeting requirements of Rules 12.1 to 12.3, after a majority vote of the members of the committee.
 
Rule 55.1
Requires the Committee on Rules and Administration to appoint the Subcommittee on Ethical Conduct. This change removes the authority for these appointments from the Subcommittee on Committees.
 
Rule 55.3
Makes changes in syntax intended to clarify that complaints to the Subcommittee on Ethical Conduct must be made in writing.
 
Rule 55.4
Clarifies that the deadline for the Subcommittee on Ethical Conduct to make a probable cause determination regarding an ethical conduct complaint received by the subcommittee is 30 calendar days.
 
Rules 56.4 and 57 (Stricken)
This change incorporates the conflict of interest disclosure requirements within the Senate Rule 56, which governs ethical conduct. Condenses the requirements for disclosure of potential conflicts of interest by reference to the requirements of Minnesota Statutes, section 10A.07. The substantive requirements for disclosure of potential conflicts of interest remain the same.
 
Rule 57.2
Corrects an obsolete reference to budget divisions.
 
Rule 57.3
Contains conforming cross-references to reflect changes made in new Rule 56.4.
