Section 1 establishes contingent appropriations from the county state-aid highway (CSAH) fund and municipal state-aid street (MSAS) fund if a budget is not enacted. 

Subdivision 1 establishes a contingent appropriation from the CSAH fund to the Commissioner of Transportation for previously approved construction projects on the CSAH system.

Subdivision 2 establishes a contingent appropriation from the MSAS fund to the Commissioner of Transportation for previously approved construction projects on the MSAS system.

Subdivision 3 states that appropriations under subdivision 1 or 2 must be adequate to pay the costs of MnDOT employee construction support, approval of plans, review of design documents, and project inspection.

Subdivision 4 establishes a general fund appropriation to the Commissioner of Management and Budget to provide the human resource activities to support the functions funded under subdivisions 1 to 3.

Subdivision 5 provides that an appropriation for the purposes stated in this act that is enacted subsequent to the contingent appropriations in this act supersedes the contingent appropriations.
