Section 1, subdivision 1, creates a contingent appropriation to the Commissioner of Transportation from the trunk highway fund to operate and maintain highway rest areas.  This appropriation applies only if there is no state roads operation and maintenance enacted appropriation.

Subdivision 2 creates a contingent appropriation to the Commissioner of Management and Budget to pay associated costs of administration, human resources, and support.

Section 2, subdivision 1, creates a contingent appropriation to the Commissioner of Public Safety from the special revenue fund, vehicle services operating account.  This appropriation applies only if a there is no enacted appropriation for this purpose by July 1 of an odd-numbered year.  The appropriation is in an amount sufficient to continue the operations of the Department of Public Safety prorate unit, which administers IFTA (International Fuel Tax Agreement) and IRP (International Registration Plan).

Subdivision 2 creates a contingent appropriation to the Commissioner of Management and Budget to pay associated costs of administration, human resources, and support.
