By May 31, 2011, a municipal board or political subdivision must provide permits, entitlements, authorizations, and consent necessary for the development of a pending or proposed federally licensed hydroelectric facility located on land owned by or under control of the municipal board or political subdivision.  Municipal approval requirements in current law do not apply if the requirements described above are met.

The Commissioner of Revenue and the Commissioner of Management and Budget must not disburse any funds or state aids to the Minneapolis Park and Recreation Board until the Board has issued appropriate approvals necessary for the development and operation of the hydroelectric facility.

The bill is effective the day following final enactment.
