Section 1 clarifies the definition of “public impound lot” in the statutory chapter dealing with abandoned motor vehicles.  Current law provides that an impound lot that contracts with a local unit of government is a public impound lot.  This section narrows the language to provide that a lot must have an exclusive contract solely for public use to be considered a public impound lot.  Public and private impound lots are subject to different laws regarding disposition of sale proceeds.
