S.F. No. 382 (First Engrossment) makes changes to the Metropolitan Council sewer treatment services provided to local government units in the metropolitan area.

Section 1 prohibits the Metropolitan Council from assessing a sewer availability charge (SAC) for a change in property use or addition to a property that does not result in a significant increase in sewer discharge from the property.

Section 2 provides that section 1 applies to the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.
