Section 1 (26B.19, subdivision 1e) changes the effective date regarding when local government entities become responsible for paying the nonfederal share of the rate increase provided under section 2. The payments begin on the latter of January 1, 2011, or on the first day of the second month following federal approval. The actual payments begin on the effective date of the rate adjustment in section 2.
Section 2 (256B.441, subdivision 55a) makes the increased payment rates for publicly owned nursing facilities effective on the same schedule as the payment of the nonfederal share in section 1. It also relaxes the requirement that applications to participate in the program be submitted by September 30, 2010, by allowing applications to be made prior to June 30 each year through June 30, 2014.
Section 3 makes this article effective the day following final enactment.
