This bill directs the Commissioner of the Department of Human Services (DHS) to develop a proposal to create a single administrative structure for providing medical nonemergency transportation services to Fee-for-Service Medical Assistance (MA) recipients.
In the proposal, the DHS commissioner must:
- Examine the responsibilities of the counties and DHS, and consider any cost shifts if these responsibilities are changed
- Identify key performance measures to assess the cost effectiveness of medical nonemergency transportation services statewide, including a process to collect, audit, and report data
- Develop a statewide complaint system for MA recipients who are using medical nonemergency transportation services
- Establish a standardized billing process
- Establish a process that allows public input from interested parties when new eligibility policies are implemented or existing ones significantly change
- Establish specific eligibility criteria that include the frequency of eligibility assessments, and the length of time a recipient remains eligible for medical nonemergency transportation services
- Develop a reimbursement method to compensate volunteers for no-load miles when transporting recipients to or from health-related appointments
The DHS commissioner must consult with the Commissioner of the Department of Transportation, the Minnesota Consortium for Citizens with Disabilities, the Arc of Minnesota, the Association of Minnesota Counties, and transportation providers.
The DHS commissioner must submit the proposal, and the necessary legislative language to implement the proposal, to the appropriate members in both bodies of the Minnesota State Legislature by January 15, 2012.
