Overview
This bill shifts the state employee health insurance plan to a health care savings account-eligible high-deductible health insurance plan beginning January 1, 2012. The bill also requires that the continuation of health insurance coverage provided to former employees of employers who participate in the public employees insurance program (PEIP) consist of a high-deductible health insurance plan with a $5,000 deductible, with all premium amounts to be paid by the participant. 
 Section-by-Section Summary
 Section 1 [State Employee Health Insurance Plans.] Beginning January 1, 2012, requires the health insurance plan  offered to state employees, including the legislative branch, to be a health care savings account eligible high-deductible health insurance plan with a $5,000 annual deductible. Requires that:
  • the in-network annual out-of-pocket maximum for each annual deductible be limited to $10,000;
  • the employer is required to make a $1,500 individual deposit and $2,500 family deposit in a health care savings account;
  • the plans cover in-network preventive care at 100 percent and cover the cost of care beyond the deductible with no further enrollee cost sharing; and
  • all premium amounts for the health insurance plans be paid by the employee.
Section 2 [Public Employee Insurance Plan Continuation of Coverage.] changes the health insurance coverage provided to former employees of employers who participate in the public employee insurance plan (PEIP) to require that these individuals be provided with high-deductible health insurance plans with a $5,000 annual deductible and that the individual pays all premium amounts.    This change is made effective the day following final enactment.
