Section 1 increases the filing fee charged on all vehicle transactions by $1.50.  As under current law, the filing fees collected by deputy registrars are retained by the deputy registrar or, if the registrar is a public official, are deposited in the treasury of the place of appointment.  Filing fees collected by the department are deposited in the vehicle services operating account in the special revenue fund.

 

Section 2 decreases the base fee for all driver’s licenses, identification cards, enhanced driver’s licenses, provisional licenses and instruction permits by $5.  The section also clarifies that the department and driver’s license agents may charge and retain a $5 filing fee in addition to the base fee.  Under current law, the department and license agents are authorized to charge and retain a $5 filing fee, but this fee is already built into the base fee for licenses and IDs.

 

Section 3 decreases the base fee for duplicate driver’s licenses with two-wheeled vehicle endorsements by $5.  As in Section 2, this section also clarifies that the department and driver’s license agents may charge and retain a $5 filing fee in addition to the base fee.  Under current law, the department and license agents are authorized to charge and retain a $5 filing fee, but this fee is already built into the base fee for duplicate licenses with two-wheeled vehicle endorsements.

 

Section 4 states that the effective date for this bill shall be July 1, 2011.
