Section 1 [Additional revenues; priority] deletes the fire safety account from the priority list related to when the state runs a budget surplus.

Section 2 [Insurance policies surcharge] reduces the surcharge on homeowner’s, commercial fire, and commercial nonliability insurance policies from 0.65 percent to 0.5 percent beginning July 1, 2013. 

Section 3 [Fire safety account, annual transfers, allocation] eliminates the ongoing general fund transfer from fire safety account to the general fund after fiscal year 2013.

Section 4 [Computation] sets the building permit surcharge at $1 beginning in 2015.  Until 2015, the building permit surcharge is set at $5.  Provides an effective date of the day following final enactment for this section.

Section 5 [Transfers] eliminates the annual transfer of $1.515 million from the construction code fund to the general fund that was put in place in 2007.  Establishes June 30, 2015, as the end date for the annual transfer to occur.  Provides an effective date of the day following final enactment for this section.

Section 6 [Distribution of fire safety account] appropriates on June 30, 2012, any unallocated balance in the fire safety account, not to exceed $4.5 million, to the commissioner of public safety for education, training, and other fire service programs as listed.  Provides that this is a onetime appropriation.  Requires a report to the legislature regarding the balances and uses of the account.
