Section 1. Continuing Education Program.

Subdivision 1. Definition.  Defines the Northwest Regional Partnership and identifies the participants.

Subdivision 2. Establishment. Identifies the Lakes Country Services Cooperative as the coordinator of the Northwest Regional Partnership continuing education program.

Subdivision 3. Curriculum development. Specifies the role of Minnesota State University-Moorhead in providing curriculum development for the continuing education program.

Subdivision 4. Funding for course development; scholarships; stipends. Requires funding for the continuing education program be used for course development, scholarships to defray participant expenses, and stipends to incentivize participation.

Subdivision 5. Participant eligibility. Eligibility to participate in the program is reserved for concurrent enrollment teachers. Specifies that teachers from all districts are eligible to participate if space allows, but priority must be given to teachers employed by districts that are members of the Lakes Country Service Cooperative or the Northwest Service Cooperative.

Subdivision 6. Private funding. Specifies that all private money received to support the continuing education program be administered by the Lakes Country Service Cooperative.

Subdivision 7. Report required. Requires an annual report.

 Section 2. Appropriation. Appropriates $3 million on a onetime basis to the Lakes Country Service Cooperative to operate a continuing education program. Makes the appropriation available until the end of FY 2021.
