Section 1 establishes definitions for purposes of the bill.

Section 2, subdivision 1, prohibits a ticket issuer from restricting resale or the offering for resale of an event ticket by a lawful possessor. 

Subdivision 2 prohibits ticket issuers from engaging in specified acts that condition or restrict the ability to resell event tickets. 

Section 3 provides for an August 1, 2011, effective date.
