Secretary of the Senate, Senate Desk

The Secretary of the Senate, Index Office, works jointly with the Secretary of the Senate, Senate Desk, preparing bill status and other legislative activity. Completed work is indexed then recorded in the permanent version of all daily Journal of the Senate documents, produced by the Secretary of the Senate, Journal Production Office.   

Senate Bill Status   To find specific information on a particular bill, click on the Senate Bill Status link to the left, or find the Bill Information box on the left sidebar, select a session, and enter a specific Senate or House file number.

Senate bills and legislative actions taken on bills are tracked and recorded centrally. Information can be obtained in various ways, including performing various searches:
 
Report of Bills Chief and Co-Authored   Compiles the status of bills chief and co-authored for each Senator.
 
Report of Bills in Committee   Compiles the status of bills for each standing committee.

The Secretary of the Senate, Index Office, provides internal and external legislative production services to Senate members and employees and the public. The Index Office functions under the jurisdiction of the Committee on Rules and Administration, under the direction of the Secretary of the Senate. The Index Office provides non-partisan bill status information for distribution on the Senate's website to members, staff, lobbyists and the general public and in supporting Senate Desk information needs. They also provide content, status and progress of bills in the Senate during legislative sessions and produce the permanent version of the index to all daily Journal of the Senate documents.

The Index Office performs the following duties:

  • Maintains bill number, author, subject, committee, revisor number, companion bill and chapter number indexes and miscellaneous records of gubernatorial appointments, internal resolutions, conference committee appointments and reports filed with the Secretary of the Senate
  • Compiles content summaries for all bills introduced in the Senate with updates when amended
  • Updates bill status online as it occurs and enters Senate Journal page numbers reflecting the actions
  • Produces various reports and lists of interest to or requested by members, staff and the public online or in print

 

Date timeline Description
   
July 1 State fiscal year begins each year, and in odd-numbered years, state fiscal biennium begins.
July through December Groundwork is laid for upcoming legislative session. Ongoing budget activity, budget-related events, trends, and issues are analyzed for their fiscal policy implications. Budget divisions, committees, and legislative commissions hold special meetings to examine pending issues.
End of November Department of Finance issues November Forecast of state revenues and expenditures.
Beginning of January Legislature convenes, begins official budget hearings and committee hearings to discuss pertinent issues and bills. Staff drafts bills and amendments upon request of Senators.
Fourth Tuesday in January in odd-numbered years, or third Tuesday in February, if a new governor has just been elected Governor issues detailed budget for following biennium.
Mid February Governor issues detailed budget and policy bills for the next biennium.
End of February Department of Finance issues February Forecast of state revenues and expenditures.
March to June Legislature finishes committee and budget hearings, bills are debated and voted on in floor sessions, and conference committees meet to finalize bills. Governor signs or vetoes legislation.
Monday following third Saturday in May Constitution mandates end of regular session.
